Europe Day 2023
First EU Flag Raising Ceremony at Miami-Dade County Government
May 9, 2023 – Europe Day – marked a special day underlying the strong relations between Miami-Dade County and the European Union. For the first time, the EU Flag was raised together with the Miami Dade County Flag during a ceremony held at Government Center in Miami.

The event was an initiative of Ruth Emmerink, Consul General of the Netherlands and was hosted by Miami-Dade County International Trade Consortium (ITC).

Miami Dade County Mayor Daniella Levine-Cava, Oliver G. Gilbert, III, Chairman of the Board of County Commissioners, and Ruth Emmerink, Consul General of the Netherlands and Chair of the local EU Presidency in Miami, presided the ceremony also attended by the Consul Generals or Vice-Consuls for Florida of France, Germany, Ireland, Italy and Romania. EACC Florida was honored to be on the guest-list and was represented by Executive Director Christina Sleszynska.

TRANSATLANTIC NEWS
EU Customs Reform. The proposals will be the most ambitious and comprehensive reform of the EU Customs Union since its establishment in 1968. The measures proposed present a world-leading, data-driven vision for EU Customs, which will simplify customs processes for business, especially for the most trustworthy traders. Embracing the digital transformation, the reform will reduce cumbersome customs procedures, replacing traditional declarations with a smarter, data-led approach to import supervision. At the same time, customs authorities will have the tools and resources they need to properly assess and stop imports which pose real risks to the EU, its citizens and its economy. Read more.

EU I Capital Markets Union - Retail Investment Package. The proposal aims to make the EU a safer place for citizens to invest in the long term by encouraging participation in EU capital markets, which has traditionally been lower than in other jurisdictions, such as the United States. Read more.

EU I Geographical Indications for Craft and Industrial Products. Once adopted, these rules will protect products such as glass, textiles, porcelain, cutlery, pottery, cuckoo clocks, musical instruments and furnitures - including Murano glass, Donegal tweed, Porcelain de Limoges, Solingen cutlery, cuchillos de Albacete, Boleslawiec pottery, etc. Read more.

EU I Taxation: Directive on Administrative Cooperation Amended. The amendments mainly concern the reporting and automatic exchange of information on revenues from transactions in crypto-assets and information on advance tax rulings for the wealthiest (high-net-worth) individuals. The aim is to strengthen the existing legislative framework by enlarging the scope for registration and reporting obligations and overall administrative cooperation of tax administrations. EU I Digital Services Act: First set of Very Large Online Platforms and Search Engines Designated. These companies will have to comply, within four months, with the full set of new obligations under the DSA. Read more.

EU I Visa Policy - Monitoring of the EU's Visa-Free Travel Regimes. The Communication looks at the functioning of the EU's visa-free regimes and identifies the main challenges in the areas of irregular migration and security. Read more.

EU I Spring 2023 Economic Forecast: an Improved Outlook amid Persistent Challenges. Over the past winter, the EU economy performed better than expected. As the disruptions caused by the war in Ukraine and the energy crisis clouded the outlook for the EU economy, and monetary authorities around the world embarked on a forceful tightening of monetary conditions, a winter recession in the EU appeared inevitable last year. EU I Key figures on European Business: 2023 Edition. Industrial producer prices increased by 27% in 2022 compared with 2021 and telecommunications, computer and information services represented almost a fifth of total exports of services from the EU. to all countries of the world in 2021. EU-US I Trade & Technology Council. The council was held on May 31st in Sweden. Agreements on trade in veterinary products, cooperation in emerging technologies, sustainable trade and economic security; and more. Read the Joint Statement here.

EU-US I Launch of the EU-US Health Task Force. The Task Force, set up to expand the EU-US partnership in the area of health, will focus on cooperation under three strands: priorities in the area of cancer, global health threats, and strengthening the global health architecture. Technical working groups on these priority areas are being established. Read more.

EU-LAC I EIB Office Opens in Brazil. The European Investment Bank (EIB), the world’s largest international public bank, formally opened its first office covering Brazil at a launch event in Brasilia. The new EIB office will be located on the premises of the EU Delegation and will expand the European Union’s partnership with Brazil, further increasing operational capacity under its new EIB Global branch and developing closer relations with national authorities, project promoters, local organisations and financial institutions. EU-LAC I Third Joint Council Held in May. High Representative/Vice President Josep Borrell represented the EU at the third Joint Council established by the EU-Cuba Political Dialogue and Cooperation Agreement (PDCA). The visit to Cuba was part of EU outreach to Latin American and Caribbean countries in the run-up to the upcoming EU-CELAC Summit to take place in Brussels on 17-18 July. Read more.

US-EU I U.S. and EU Sanctions Teams Enhance Bilateral Partnership. The purpose is to share sanctions expertise to enhance and improve capabilities of those at the forefront of sanctions design, implementation, and compliance. Methods to ensure that sanctions do not prevent humanitarian trade and assistance from reaching those in need and that persons in sanctioned jurisdictions preserve their internet freedom. Read more.

FTC I Policy Statement about Misuse of Biometric Data Issued. The Federal Trade Commission issued a warning that the increasing use of consumers’ biometric information and related technologies, including those powered by machine learning, raises significant consumer privacy and data security concerns and the potential for bias and discrimination. FL I Legislation Impacting ESG Initiatives of Financial Businesses Operating in Florida. Bill HB 3 set to go into effect on July 1st directly impacts environmental, social and corporate governance (ESG) initiatives of the financial industry in Florida. Read more.

FL I Bill 1718 Potentially Impact on Employers and Employees in Florida. The bill which is set to come into force on July 1st aims to target the influx of illegal immigration into the state with tougher employment requirements, including adding some of the strongest penalties in the nation. This law could disrupt the construction industry by making it harder to hire low-wage workers and is sure to drive up the cost of development. Read more here and here.

The Biden Administration’s Blueprint for an AI Bill of Rights. As the use of artificial intelligence (AI) rapidly expands throughout the private sector and government, the Biden administration has published a report titled A Blueprint for an AI Bill of Rights. The report cites a myriad of issues with AI systems, including uses in hiring and credit decisions that have been found to reproduce existing inequities or create new harmful bias, uses in patient care that proved to be unsafe or ineffective, and increased collection or use of data that threatens people’s opportunities or undermines their privacy. The report argues these harmful outcomes are not inevitable and that the AI tools have the potential to revolutionize many industries and benefit all parts of society. Here’s how Florida’s Immigration Law Could Lead to Construction Turmoil. This new immigration law in Florida targets undocumented people in the state. It could take a toll on the construction labor workforce, forcing contractors to raise wages and benefits to become more competitive. Read more.

Processing Sensitive Personal Information under U.S. State Privacy Laws. As of now, nine states (CA, CO, CT, IA, IN, MT, TN, UT, and VA) have passed comprehensive privacy laws that are in effect (CA and VA), or are about to go into effect sometime soon (CO, CT, IA, IN, MT, TN, and UT). If any of these laws apply to your business, it is important to note that each impose special requirements when it comes to processing what they respectively treat as sensitive personal information (also referred to as “sensitive data”, a type of “personal data” under some laws). These nine states have adopted three different approaches to processing sensitive personal information (“SPI”). Read more.
