Bridging the Transatlantic Gap

The U.S. Administration unveiled on 10 January 2023 the National Blueprint for Transportation Decarbonization, a “landmark interagency framework of strategies and actions to remove all emissions from the transportation sector by 2050”. This blueprint proposes a multimodal approach and lays out three key strategies to achieve decarbonization: increase convenience; improve efficiency; and transition to clean options. Building and relying on the historic investments and funding from the Bipartisan Infrastructure Law and the Inflation Reduction Act (IRA), the blueprint sets ambitious but achievable targets and actions across all modes of transport for 2030, 2040 and 2050.
As a major enabler of this strategy, the IRA is perceived around the world as a crucial step in the global decarbonization efforts, with massive opportunities for clean energy production and manufacturing in the United States.

This statement borrowed from the 2023 Economic World Forum in Davos is a perfect illustration of the exchanges between Arancha Gonzalez-Laya, former Minister of Foreign Affairs of Spain and Dean of the School of International Affairs at Sciences Po in Paris and co-panelists Carol Cabezas, President of Azamara Cruise Lines; Nadine Heubel, Senior Managing Director of Travel Retail North America & Global Wholesale at Newmark; and Monica Vazquez, Executive Vice President & General Manager of Abanca USA.
What are the economic perspectives for 2023? Will there be a recession? How are consumers reacting to the current inflationary trends, geopolitical tensions and events such as the recent earthquakes in Turkey?

These were some of the issues discussed by a panel of C-Suite women moderated by GT Shareholder Daniella Silberstein at our program, Business in Flux – Perspectives from a Transatlantic Panel of C-Suite Women with an attentive and engaged audience both in person and online. The event was held on February 21 in Greenberg Traurig’s Miami office.

EU Justice Commissioner Didier Reynders

An Industry Roundtable with EU Justice Commissioner Didier Reynders was held in Miami on Thursday February 23 in the offices of Greenberg Traurig.
The event was hosted by the Consulate General of Ireland in Miami as part of the "50 Years in the EU" Celebrations and organized in cooperation with EACC Florida and the Greater Miami Chamber of Commerce. It was chaired by CG of Ireland Sarah Kavanagh and moderated by Matt Haggman from the Beacon Council.
It is the first time that such a high-ranking EU official is in Miami on an official visit.
Commissioner Reynders is currently leading the European Commission’s proposal for new laws on corporate sustainability due diligence which he discussed during the event. The new rules will ensure that businesses address adverse impacts of their actions, including in their value chains inside and outside Europe. During the Round Table, he also addressed the EU’s regulatory developments related to consumer protection, AI, data flows as well as the EU’s priorities in relation to the war in Ukraine.

The Roundtable was well attended by represen-tatives of Florida-based companies from several industries and by the European consular corps. It provided a rare opportunity to engage with one of the EU’s most important policy makers, and a senior political figure in Europe, who has served in a range of roles in the Belgian government including Deputy Prime Minister, Minister of Finance and Foreign Minister.
While in Miami, the Commissioner also used the opportunity to brief representatives of the European Consular Corps on the EU’s priorities in relation to the war in Ukraine and to speak to an audience of engaged students at an event hosted by the University of Miami School of Law.

On February 14, EACC Florida was pleased to be offered the opportunity to discuss how to do business in Florida in general and Miami in particular with a group of start-ups from Poland led by the Polish Investment and Trade Agency (PAIH). Many thanks to the Miami Dade Beacon Council for inviting us to present to this group.

EU I Winter 2023 Economic Forecast: EU Economy Set to Avoid Recession, but Headwinds Persist. This Winter interim Forecast lifts the outlook for growth and slightly lowers the inflation projections. Growth for 2022 is now estimated at 3.5% in both the EU and the euro area. GDP is projected to expand by 0.8% in 2023 and 1.6% in 2024 (0.9% and 1.5% in the euro area). Headline inflation is forecast to fall from 9.2% in 2022 to 6.4% in 2023 and 2.8% in 2024 in the EU. In the euro area, it is projected to decelerate from 8.4% in 2022 to 5.6% in 2023 and to 2.5% in 2024. Read more.
EU I The Green Deal Industrial Plan. The plan enhances the competitiveness of Europe's net-zero industry and support the fast transition to climate neutrality. It aims to provide a more supportive environment for the scaling up of the EU's manufacturing capacity for the net-zero technologies and products required to meet Europe's ambitious climate targets. EU - 10th Package of Sanctions against Russia. The package contains new listings plus trade and financial sanctions, including further export bans worth more than €11 billion, depriving the Russian economy of critical tech and industrial goods. It also steps up enforcement and anti-circumvention measures, including a new reporting obligation on Russian Central Bank assets. Read more.
EU I European Green Deal: Zero Emission Targets Proposed for Buses and Trucks. These include 2030 zero-emissions target for new city buses and 90% emissions reductions for new trucks by 2040. Read more.
EU I EU Commission Sets out Rules for Renewable Hydrogen. The Commission has proposed new rules to define what constitutes renewable hydrogen in the EU as part of a broad EU regulatory framework for hydrogen which includes energy infrastructure investments and state aid rules, and legislative targets for renewable hydrogen for the industry and transport sectors. EU Welcomes Japan’s Decision to Strengthen Sanctions against Russia. Japan is strengthening its export controls on sensitive technologies as part of an unprecedented, coordinated global effort to ensure the effectiveness of sanctions against Russia. Read more.
EU-LatAM I Costa Rica Removes Discriminatory Tax on Beer Imported from the EU. Costa Rica has removed a 10% tax on imported beers which had been discriminating against EU beers. With the removal of this tax, EU beers will now have equal access to the Costa Rican market, and benefit from growing EU beer exports to this Central American country. Read more.
EU - Caribbean I EIB and European Commission Sign Agreement to Boost Private Sector Investments in African, Caribbean and Pacific Countries. The agreement will mobilize up to €3.5 billion in lending and €500 million Trust Fund contribution, to support businesses in African, Caribbean and Pacific (ACP) countries until 2027. Read more.
FTC I Keep your AI claims in check. And what exactly is “artificial intelligence” anyway? It’s an ambiguous term with many possible definitions. It often refers to a variety of technological tools and techniques that use computation to perform tasks such as predictions, decisions, or recommendations. But one thing is for sure: it’s a marketing term. Right now it’s a hot one. And at the FTC, one thing we know about hot marketing terms is that some advertisers won’t be able to stop themselves from overusing and abusing them. Read more.

Following a decade of debate, 138 countries recently agreed to the first major overhaul of the international tax system in a century. Quebec Has New Privacy Requirements Already in Place, With More on the Way in 2023. In September 2021, Quebec’s Parliament enacted Law 25 (formerly Bill 64) (the “Law”), which updated Quebec’s data protection laws and added requirements for enterprises that do business within the province. Portugal Announces Upcoming Suspension of Golden Visa Program. On Feb. 16, 2023, the Portuguese Prime Minister announced a set of measures to alleviate the housing problem in Portugal. These measures in part impact and call for termination of the Portuguese immigrant investor program known as Golden Visa.
