In this fluid and challenging geo-political environment, join us for a discussion of the European Commission’s Fall economic forecast and learn more about how the EU and its Member States are working together to soften the economic shocks Europe is currently facing.
The Russian invasion of Ukraine, as the world was just beginning to emerge from COVID, has been a huge shock to the global economy and no region of the world has borne the brunt of this shock as much as Europe.
 
Yet the shock of the attack on Ukraine has reinforced the lessons learned from the pandemic namely that coordinated, collective action is the only effective response, and Europe is stronger & more effective when it acts in unison.

It is now clear that the green energy transition is not simply a matter of combating climate change, but that making Europe independent from Russian fossil fuel imports is a strategic necessity.

World Disrupted: Impact on Global Mobility & Recruitment
What do you need to consider when recruiting new suppliers, vendors or when establishing manufacturing or operational bases across a larger number of countries? What about the trend toward geographic flexibility and hybrid workplaces? How are changing tax, social security and residency rules for mobile employees and business travelers impacting corporate decisions? Is there a “Florida factor” in recruitment of international talent and how is it materializing?
These are some of the questions discussed during a well-attended, studious yet inter-active seminar held on October 18th in Fort Lauderdale.

The Lunch & Learn was hosted by Kaufman Rossin. The panel included Scott Bettridge (Chair Immigration Practice – Cozen O’Connor), Matt Mann (VP of Sales – reesmarx) and Peter Stratos (Principal, Tax Advisory Services – International – Kaufman Rossin) and was moderated by Karen Fonseca (VP Business Development HRP Americas – TMF Group).

EACC Florida was also delighted to welcome Bob Swindell, President & CEO – Greater Fort Lauderdale Alliance, who offered remarks about economic trends, developments and opportunities in Broward County and S. Florida at the start of the event.

EACC Florida October Encounters
The Florida International Trade and Culture Expo (FITCE 2022) in Fort Lauderdale and ITC's Consular Reception in Miami were great opportunities to catch up with EACC Florida Members and Friends.

Notably, EACC Florida extends a warm welcome to Sarah Kavanagh, Consul General of Ireland in Florida. This is a new Consulate and 7th from Europe - the others being France, Germany, Italy, Romania, Spain and the UK. We also bid farewell to Susan Harper, Consul General of Canada who after a remarkable tenure in Florida will be leaving the Sunshine State for the Lone Star State.

EEAS Visit to Miami

EACC Florida was delighted to welcome Brian Glynn, Managing Director for the Americas in the External Action Service (EEAS) and Ruth Bajada, Head of the U.S. and Canada Division in the EEAS at the European Commission in Brussels at the occasion of an official visit to Miami on October 6-7, 2022. Before coming to Miami, the EU diplomats had spent a few days in Washington DC.

One of the reasons for this visit was to get a sense of the political outlook in the United States, and Florida in particular, in the run up to the midterm elections and to discuss recent business relocations from so called “blue” states in the U.S. like NY and CA to Florida and their local impact.

EU I Understanding the Metaverse: a Competition Perspective. Article by DG COMP officials for the EACC. Read here.

EU I Customs. To make international trade easier, shorten customs clearance times and reduce the risk of fraud, the EU decided to create a single window for customs. New rules will set the appropriate conditions for digital collaboration between customs and partner competent authorities. Read more.

EU I Russia/Ukraine Disinformation. The EUvsDisinfo website, the EU’s first project raising awareness of disinformation, has been enriched with a new “Learn” section which explains the mechanisms, tactics, common narratives and actors behind disinformation and information manipulation. Find out more.

EU I Common Charger Rules Adopted. Starting in 2024, a USB-Cport will become mandatory for a whole range of electronic devices such as mobile phones, tablets, and headphones. The purpose is to improve consumer convenience by harmonizing charging interfaces and fast charging technology, and reducing electronic waste. Read more.

EU I Report on Cybersecurity in Europe Published. The European Commission and and European Investment Bank have published a study analysing the cybersecurity sector in Europe. One of the findings is that the EU cybersecurity industry is lagging behind global leaders, including the United States and Israel. Read more.

EU I Markets in Crypto Assets (MiCA) Legislation en Route to Adoption. The legislation aims to regulate the activities of issuers of crypto assets and providers of related services while protecting customers and investors across the Union. Read more.

EU I ACER and ESMA Deepen Cooperation on Oversight of Energy and Energy Derivative Markets. The EU Agency for the Cooperation of Energy Regulators (ACER) and the European Securities and Markets Authority (ESMA) are strengthening their cooperation to further improve information exchange and avoid potential market abuse in Europe’s spot and derivative markets. ECB | Christine Lagarde, Luis de Guindos: Monetary Policy Statement. Inflation remains far too high and will stay above our target for an extended period. In September, euro area inflation reached 9.9 per cent. In recent months, soaring energy and food prices, supply bottlenecks and the post-pandemic recovery in demand have led to a broadening of price pressures and an increase in inflation. Our monetary policy is aimed at reducing support for demand and guarding against the risk of a persistent upward shift in inflation expectations. Read more.

G7 I A Marshall plan for Ukraine. OpEd. The G7 Presidency and European Commission invite experts to a conference on the reconstruction of the war-torn country. Read more.
US I White House Statement about “US-EU Task Force on the Inflation Reduction Act.” The purpose is to promote deeper understanding of the law’s meaningful progress on lowering costs for families, our shared climate goals, and opportunities and concerns for EU producers. Both sides discussed the importance of close coordination and supporting sustainable and resilient supply chains across the Atlantic, including to build the clean energy economy. Read more.

US Treasury I CFIUS Releases First Set of Penalty Guidelines. This marks the first time since CFIUS was established in 1975 that it provided any such guidance material for parties subject to CFIUS’s statutory purview. CFIUS is charged with identifying and mitigating risks to U.S. national security arising from foreign acquisitions of and investments in U.S. businesses. Read more.

US I FSOC Report on Digital Asset Financial
Stability Risks and Regulation. The Report reviews the specific financial stability risks and regulatory gaps digital assets pose and provides recommendations to address such risks. Read more.

US - Poland I Bilateral Economic Dialogue with Poland Relaunched. After a 6-year hiatus, the United States and Poland will build on shared economic success by revitalizing a key channel to identify and advance shared priorities, address concerns, and, most importantly, deepen the U.S.-Poland commercial relationship. Read more.

EU-LATAM I HR/VP Borrell to visit Uruguay and Argentina and co-chair CELAC-EU Ministerial. High Representative/Vice President Josep Borrell travelled to Uruguay and Argentina with the mission of strengthening bilateral and regional relations, in particular through co-chairing the EU-CELAC Foreign Ministers Meeting which will pave the way for further high-level bi-regional engagement in view of a summit next year. EU-LATAM I WTO Panel rules against Colombia’s anti-dumping duties on frozen fries in line with EU’s claims. The EU has welcomed the WTO ruling that confirms that the anti-dumping duties imposed by Colombia on frozen fries from Belgium, Germany and the Netherlands are in breach of WTO rules and unfairly restrict access to the Colombian market for EU producers. EU-LATAM I Declaration of the EU Domestic Advisory Group under the EU Trade Agreement with Colombia, Ecuador and Peru. Read more.

EU FTAs I EU Exports under Free Trade Agreements Surpass €1 Trillion. EU exports to preferential partners for the first time surpassed €1 trillion in 2021, according to the Commission's 2nd Annual Report on the Implementation and Enforcement of EU Trade Agreements. Of particular note in the trasatlantic corridor are Canada, Chile, Mexico and Central America. Read more.

Important Changes to European Patent Practice. The European Patent Office is replacing the existing regional patent system that has local enforcement with a new Unitary Patent (UP) system that has enforcement throughout Europe by a Unified Patent Court (UPC). Not only will Unitary Patents (UPs) be subject to the UPC, but existing European patents will also be subject to the UPC unless specific actions are taken. This long-awaited change is significant and alters the landscape of patent protection in Europe. Read more.

Beneficial Ownership Reporting Requirements: FinCEN Issues Final Rule for Implementation of Corporate Transparency Act. The final Rule requires U.S. entities and foreign entities registered to conduct business in the U.S. to report beneficial ownership information to FinCEN unless they meet an enumerated exception. Beneficial owners include each individual who, directly or indirectly, either (1) exercises substantial control over a reporting company, or (2) owns or controls at least 25% of the ownership interests of a reporting company. Individuals who create a reporting entity also are required to report personal identifying information to FinCEN. The Final Rule takes effect Jan. 1, 2024. Read more.

Sofia Lynda Garcia – Cheerleader and a Force that Drives Change
Sofia is 18 and was born and raised in Miami. Her mother is half Hungarian and half Panamanian. Her father was born in Cuba from Spanish parents. She has a 20 year-old brother and is perfectly bilingual in English and Spanish. She has traveled to Spain regularly as a child to visit with family and friends – namely in Galicia and Madrid – but has yet to visit Hungary. Sofia graduated from the Capstone program at Miami Palmetto Senior Highschool. She is currently a Freshman at Florida State University where she intends to graduate with a major in International Affairs and a Minor in Entrepreneurship.
 
In high-school, Sofia was a varsity cheerleader and cheered at sporting and community events. She was also a member of Thespians. She participated in the Regional Thespian competition and earned a superior for Publicity Design. COVID was a draining experience but as a Thespian, Sofia pulled through and earned a superior and excellent in the Regional Thespian competition the following year. Similarly, during COVID, Sofia worked for Miami-Dade County Commissioner Raquel Regalado to help the residents of Miami during a time of crisis.
 
Like many from her generation, Sofia is both optimistic about the future but also very realistic – in particular about the high cost of education. She likes the art of negotiation and considers herself a force that drives change. She is interested in international business and will decide when time comes which of Business School or Law School will be her next step.
