WHY FLORIDA SERIES

EACC Florida Hosts European Rail Delegation

On October 12, as part of our “Why Florida” Series, EACC Florida hosted a group of companies and clusters from across Europe with business in the rail industry.


The delegation was led by the leading meta-cluster of the railway industry in Europe uniting 16 innovation clusters from 16 European countries and itself representing 2.000 small and medium-sized businesses in the Railway industry. In addition to the cluster representatives, large and small companies from Italy, Spain and Germany attended the briefing.


The purpose of the visit to Miami was to learn about the rail landscape and public procurement opportunities in S. Florida as well as about what business leaders need to know when considering expanding their business to the United States and Florida. Speakers were drawn from te EACC Florida membership and relevant local public offices.

Before travelling to Miami, the group attended the APTA Expo in Orlando.

EACC Florida Attends Day of German Unity Reception in Miami

EACC Florida was honored to be on the guest list of Germany’s new Consul General in Florida Christofer Burger at a beautiful and well-attended reception held at the Biltmore Hotel on October 3rd, 2023. The occasion was the Day of German Unity, which commemorates German reunification in 1990 when the German Democratic Republic and the Federal Republic of Germany were reunited into a single German State for the first time since 1945

In a geo-political speech, the Consul General reminded us of the challenges our global community is facing and of the shared responsibility of the United States, EU, Germany and their allies in maintaining stability. The Consul General thanked Miami’s local community in English and Spanish for the warm welcome afforded to him and used the opportunity to remind his guests that Germany will be staging the UEFA European Soccer Championship in 2024.


Christofer Burger is a career diplomat who served in Nicaragua and Irak as well as in the Office of the Special Presidential Envoy for the Global Coalition to Defeat ISIS. He was appointed Consul General of Germany in Miami in August 2023. Before that he was Spokesperson of the Federal Foreign Office of the Federal Republic of Germany.

TRANSATLANTIC NEWS

EU I New Rules to Protect the EU from Third Country Economic Coercion. The new legislation, known as the Anti-Coercion Instrument (ACI), is meant to serve as a deterrent for third countries targeting the EU or its member states. The aim is to use this legislation to de-escalate and induce the discontinuation of coercive measures in trade and investment through dialogue. When this is not possible, and as a last resort, the EU will be able to adopt countermeasures such as the imposition of trade restrictions, in the form of, for example, increased customs duties, import or export licences, restrictions on trade in services or access to foreign direct investment or public procurement. EU I Annual Report on EU FDI Screening Published. The European Commission analysed over 420 foreign direct investments (FDI) into the EU over the past year and EU Member States blocked 560 requests for exports of dual use goods over the same period. The number of EU Member States with a screening mechanism has grown from 11 to 21 since the EU's FDI screening regulation came into force, with more on the way. Read more.


EU I EU Enables Coordinated Export Controls by Compiling National Lists. These lists mean that Member States are now able to impose authorization requirements on exports of items included in other Member States’ control lists, as long as these are included in the Commission’s own compilation. This first list includes Dutch controls on machines to make semiconductors, as well as Spanish controls on quantum computing, additive manufacturing and other emerging technologies. Read more.


EU I Provisional Deal on Strengthening Geographical Indications. The deal aims at strengthening geographical indications (GIs) and other quality schemes for wine, spirit drinks and agricultural products and improving their uptake across the EU. The deal will bring tangible benefits to the rural economy and it will safeguard the EU’s gastronomic heritage across the world. Read more.


G7 I Agreement on International Guiding Principles on Artificial Intelligence (AI) and Voluntary Code of Conduct for AI Developers. These principles and the voluntary Code of Conduct will complement, at international level, the legally binding rules that the EU co-legislators are currently finalising under the EU AI Act. EU-US Summit Joint Statement. EU and U.S. leaders met in Washington, D.C., to review the close transatlantic partnership. They discussed the global clean energy economy, secure supply chains, digital infrastructure, AI, support to Ukraine, and the situation in the Middle East. Read more.


US I SEC Adopts Amendments to Rules Governing Beneficial Ownership Reporting. The Securities and Exchange Commission adopted rule amendments governing beneficial ownership reporting under Sections 13(d) and 13(g) of the Securities Exchange Act of 1934. The amendments update Regulation 13D-G to require market participants to provide more timely information on their positions to meet the needs of investors in today’s financial markets. Read more.


US I Executive Order Issued on Artificial Intelligence. The Executive Order establishes new standards for AI safety and security, protects Americans’ privacy, advances equity and civil rights, stands up for consumers and workers, promotes innovation and competition, advances American leadership around the world, and more. UK I Official Report on Safety and Security Risks of Generative Artificial Intelligence to 2025. The UK Government officially published an official report on capabilities and risks from frontier AI for the first time, drawing on sources including intelligence assessments. Read more.


OECD I The State of Implementation of AI Principles Four Years On. This report takes stock of the initiatives launched by

countries worldwide to implement the OECD AI Principles and reported to the OECD.AI Policy Observatory as of May 2023. It provides an overview of national AI strategies, including their oversight and monitoring bodies, expert

advisory groups, as well as their monitoring and evaluation frameworks. Read more.


OECD I Model Reporting Rules for Online Platforms - FAQs. The OECD maintains and regularly updates this list of frequently asked questions (FAQs) on the application of the Model Reporting Rules for Digital Platforms (MRDP). The questions set out in these FAQs were received from business and government delegates. Read more.


IMF I New Look at Global Banks Highlights Risks from Higher-for-Longer Interest Rates. Higher interest rates have exposed vulnerabilities in some banks, and many more would be weakened by a prolonged period of tight monetary policy. Read more.

UK businesses: Are you ready for new transfer pricing documentation requirements? If your company does business in the United Kingdom (UK) and is part of a multinational group, it’s time to review your UK transfer pricing documentation in light of new regulations. Following the enactment of the Spring Finance Bill 2023, and the publication of The Transfer Pricing Records Regulations 2023 in July 2023, the UK implemented mandatory transfer pricing documentation requirements. The new requirements are aligned to the Organisation for Economic Co-operation and Development (OECD) model for documentation, developed under Base Erosion Profit Shifting (“BEPS”) Action 13. Ships, Ports, and EVs - The Impact of Alternative Fuels: The Changing Transportation Landscape. With the passage of the Inflation Reduction Act (IRA), companies and the general public are actively discussing renewable energy. Solar, wind, geothermal, and other unconventional sources of energy are popular topics. Tax credits, in particular, attract attention. Although the IRA contains provisions that offer incentives to parts of the hydrocarbon industry, overlooked in many cases are developments in the alternative fuels sector that predate the IRA, and that leads us to ships, ports, and electric vehicles (EVs). Florida, which has an extensive cruise and marine industry, as well as numerous tourist and cargo ports, is directly impacted not only by IMO 2020 and its updates, but also by additional regulations from the EU coming into effect in 2023 and later years. Polish IT Industry Under Tax Scrutiny. Recently there have been increasingly frequent reports of the tax authorities taking a particular interest in the IT industry. Tax offices are undertaking investigations and initiating audits regarding the use of tax preferences in the form of author's deductible costs (50% costs) by salaried IT specialists and are also taking a closer look at the tax settlements of self-employed IT specialists. Here's Why Private Companies Should Pay Attention to the SEC’s New Cybersecurity Disclosure Rules. The U.S. Securities and Exchange Commission (SEC) promulgated new rules on cybersecurity disclosures, which went into effect on September 5, 2023. While private companies are not subject to these rules, as discussed below, there are several reasons why they should consider adopting these rules for their cybersecurity program. Read more.


Important Information Regarding Corporate Transparency Act Which May Require Action in 2024.

A new regulation under the federal Corporate Transparency Act (“CTA”) will require disclosure of information about all corporations, limited liability companies and limited partnerships (unless exempt) and personal information about their beneficial owners as well as personal information about the persons who form those entities. This requirement is effective on January 1, 2024 for all such entities unless otherwise exempt by the regulation. Read more.


USCIS Offers Clarification of Policy on L-1 Petition. On Friday, October 20, 2023, U.S. Citizenship and Immigration Services (USCIS) issued policy guidance clarifying the two following points with respect to the L-1 petition for intracompany transferees: A sole proprietorship may not be the Petitioning Employer when filing an L-1 Petition on behalf of its owner. Mikele Mancuso - a Peruvian-Italian-American with a love for "Internationality"


"There is always a way" (Quote from his maternal grandfather)


Mikele is 19. He was born in Miami from a Peruvian mother and an Italian father. His mother is from Lima (Peru), his father from Valguarnera Caropepe, a small town in Central Sicily. He has two half-siblings.

Mikele has dual US-Italian citizenship and kept strong ties with his father’s homeland. Over the years, most of his extended family has moved from Sicily to Northern Italy and he visits with them on a regular basis. He always looks forward to his Nonna’s arancini and cannoli.


Mikele grew up in South and West Miami and is now living in Little Havana. He went to high school at the Doral Academy and is currently a Sophomore at Florida International University studying towards a B.A. in International Relations and Asian Studies (Chinese Track).


Mikele loves all things international and would like to make a career of it.

He developed a deep interest for China. He plans to enter the US Foreign Service after he graduates and has the ambition of one day becoming US Ambassador to China. But before that, he plans to take a year off to learn Mandarin and study abroad in Montreal.



Mikele worries about changes to the world order but has faith in his generation – Generation Z. He is inspired by Congressman Maxwell Frost from Florida, the first member of his generation to serve in the US Congress - and believes his generation’s adaptability and versatility will be key drivers towards a more optimistic future.
