Immigration Back-Logs & Travel Bans: Back to Business as Usual or Long-Term Impact?

With a new US administration and an ongoing global pandemic, limitations on international travel and employee transfers have exacerbated an already complex immigration situation and continue to impact global organizations.

In a survey conducted in September by the EACC Network, nearly 90% of respondents said the travel restrictions alone impacted their company/organization/operations, with 74% answering that the impact had been ‘significant’ or ‘noticeable’.

While the reopening of the U.S. border to travelers from the Schengen Area and other European countries beginning in November is excellent news, it remains to be seen what the long-term effects of the EU-US border closures will have on labor shortages and talent retention for companies here in the United States.

The European Investment Bank (EIB) and the European Union Agency for Law Enforcement Cooperation (Europol) signed a Working Arrangement establishing a cooperation framework to contribute to the prevention and fight against all forms of serious international and organised crime, cybercrime and terrorism. EU-US Trade and Technology Council: Consultation Platform called "Futurium" Launched. The European Commission launched an online consultation platform on the EU-US Trade and Technology Council (TTC), allowing stakeholders to share their views and provide common proposals on the work ahead. IMF I Longer Delivery Times Reflect Supply Chain Disruptions. The chart of the week shows suppliers’ delivery times in the United States and the European Union have hit record highs since late 2020 (the data goes back to 2007). IHS Markit’s suppliers’ delivery times index is constructed from Purchasing Managers Index business surveys and reflects the extent of supply chain delays. Read more.
US I Proclamation on Advancing the Safe Resumption of Global Travel During the COVID-⁠19 Pandemic. In an attempt to "move away from country-by-country restrictions previously applied during the COVID-19 pandemic", the US government will impose a new worldwide travel restriction policy that focuses heavily on vaccination as a requirement to travel. US - EU I Joint EU-US Consultation on Dual Use Export Controls. The Joint EU-U.S. Stakeholders Outreach event provided an opportunity for experts from industry, academia and civil society to review and discuss, with representatives of EU and U.S. authorities, principles and areas for export control cooperation identified in the Pittsburgh Statement. US - EU I Joint Bilateral Agreement on Prudential Measures Regarding Insurance and Reinsurance. The US and EU held the fourth meeting of the Joint Committee established under the U.S.-EU Agreement on Prudential Measures which addresses three areas of prudential insurance oversight: (1) reinsurance; (2) group supervision; and (3) the exchange of insurance information between supervisors. U.S., Austria, France, Italy, Spain, and the United Kingdom Announce Agreement on the Transition from Existing Digital Services Taxes to New Multilateral Solution Agreed by the OECD-G20 Inclusive Framework. On October 8, a historic agreement was reached between 136 countries of the OECD-G20 Inclusive Framework – representing 94% of the world’s GDP – on a two Pillar package of reforms to the international tax framework to be implemented in 2023.These reforms will provide for a tax framework that is fairer, more stable, and better equipped to meet the needs of a 21st century global economy. US I Launch of Global Marketing Campaign to Attract International Students and Bolster Education Sector. The International Trade Administration launched a new global marketing campaign to promote the United States as a premier destination for international students. This effort complements a new federal framework to support the U.S. international education sector and boost U.S. education exports, including service exports. Read more.

U.S. Government Requires COVID-19 Vaccination for Foreign Visitors Arriving by Air; Modifies Pre-Departure Testing and Data Collection Requirements. On October 25, 2021, President Biden issued a presidential proclamation titled Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic (the proclamation), and the U.S. Centers for Disease Control and Prevention (CDC) released a trio of orders that impose additional restrictions and documentary requirements on airlines and other air operators, passengers, and crew members to combat the spread of the virus that causes COVID-19. EU Proposal for the Carbon Border Adjustment Mechanism. The European Union is considering implementation of a new carbon policy, the Carbon Border Adjustment Mechanism (CBAM), that could profoundly impact the global import/export market. A carbon-pricing system for imports into the EU, the CBAM is aimed at adjusting the price of certain imported products to the amount of CO2 emissions incorporated in them, in order to equalize the cost of carbon between EU products and these imports.
