Join us for the next Meeting of EACC Florida’s Task Force Transportation, Logistics & Customs
Recent warnings from the International Union of Marine Insurance and the Transported Asset Protection Association underscore the growing scale and sophistication of cargo theft and digitally enabled freight fraud across global supply chains.
As logistics networks become more interconnected and technology-driven, exposure is evolving — from traditional theft to increasingly complex schemes involving identity manipulation, forged documentation, and digital deception.
In line with the Task Force’s mission to foster peer-level exchange and the sharing of practical operational best practices, EACC Florida will dedicate a three-part series to examining how public authorities, service providers, and industry actors are strengthening controls, enhancing coordination, and managing risk in real time.
The first meeting will focus on Public Sector Perspectives and feature a government or port authority representative, this session will explore current cargo theft and freight fraud patterns, enforcement realities, and public-private coordination mechanisms.

SPEAKER BIOGRAPHY
Stanley Rigaud serves as Intermodal Cargo Development Officer at PortMiami, where he is responsible for driving strategic growth in cargo movement across maritime, rail, and intermodal networks. With more than 35 years of experience in transportation, logistics, and economic development, Stanley plays a key role in advancing PortMiami’s position as a critical global logistics hub.
Previously, Stanley served as Vice President of Economic Development at the Miami-Dade Beacon Council, where he led initiatives to strengthen the region’s Trade & Logistics sector and attract global business investment. Earlier in his career, he spent 25 years at FedEx managing complex logistics operations and leading teams that supported high-value, time-sensitive shipments worldwide.
Volunteer Activity:
Stanley actively contributes to various civic and industry organizations. He serves on the Board of Directors for the Greater Miami Expressway (GMX), Board of Directors for the Florida Customs Brokers & Forwarders Association, Chair of the Freight Transportation Advisory Committee (FTAC) for TPO, Member of the Board of Advisors for Florida International University’s M.S. in Logistics Engineering (MSLE), Member of the Greater Miami Chamber of Commerce Transportation Committee, and Steering Committee Member for the Annual Florida Supply Chain Summit. Additionally, Stanley mentors young adults through Year Up South Florida, helping them navigate career pathways in logistics and beyond.
Awards & Recognitions:
Stanley received the prestigious “Outstanding Service Award” during his tenure at FedEx for his extraordinary measures to assist an American couple traveling to China to adopt a little girl after their passports and visas were destroyed.
Education:
He holds a Master’s degree in Global Governance and a Bachelor’s degree in Political Science and International Relations from Florida International University.
