On January 20, 2025, President Donald Trump issued the “America First Trade Policy” memorandum, outlining a comprehensive strategy to prioritize American economic and national security interests – including in the tech industry -and representing a radical shift from policies under the Biden Administration.
Yet, continued collaboration between the E.U. and the U.S. is more important than ever due to a combination of competition from non-market economies and a lack of capacity in three key geo-strategic areas: telecommunications, semiconductor manufacturing, and critical minerals and raw materials. These areas are the basic building blocks of many of the products and services the United States and EU nations use across a variety of sectors, including for the operation of critical infrastructure, the manufacturing of medical devices, and numerous military applications.

SPEAKER BIOGRAPHIES
Johanes BAHRKE is Counsellor for Digital Policy at the EU Delegation to the United States in Washington DC since August 2024. Prior to his posting, he was European Commission Coordinating Spokesperson for digital policy, research and innovation in Brussels. He accompanied key EU digital and tech regulations such as Digital Services Act, the Digital Markets Act, the Artificial Intelligence Act, the EU Chips Act and the new data framework from proposal to implementation. Before joining the EU Institutions in 2014, Johannes worked as editor and reporter for ZDF, German national TV. Johannes studied media and communications in Siegen, Germany, and London, UK, and holds an MA in European political studies from the College of Europe in Bruges, Belgium.
Dr. Victor LOZINSKI, the Co-founder and Chairman of the Board at LeverX, brings a wealth of expertise in enterprise applications and software engineering coupled with an unwavering commitment to technological excellence. LeverX, founded by Dr. Lozinski in April 2003 in his Silicon Valley apartment, has since evolved into a global Systems Integrator. LeverX has offices in twelve countries, boasting a workforce of over 1700 professionals spread across four continents. Fluent in four languages, Victor Lozinski obtained his Mechanical/Electrical Engineering degree from Riga Technical University, Latvia, and later earned a Ph.D. in Robotics from Riga Technical University, Latvia, and the University of Duisburg-Essen, Germany. Having spent 24 impactful years in Silicon Valley, Dr. Lozinski orchestrated the strategic relocation of LeverX to Miami, Florida, at the beginning of 2023. He and his wife are residents of Miami Beach and are proud parents of two grown sons.
Alan SUTIN is a Principal Shareholder of Greenberg Traurig and Senior Chair of the firm’s Global Intellectual Property & Technology Practice. Alan is an experienced business lawyer with a principal focus on commercial transactions with intellectual property and technology issues and privacy and cybersecurity matters. Alan also represents a wide variety of companies in connection with IT and business process outsourcing arrangements, strategic alliance agreements, commercial joint ventures and licensing matters. He has particular experience in Internet and electronic commerce issues and has been involved in many of the major policy issues surrounding the commercial development of the Internet. Alan has advised foreign governments and multinational corporations in connection with these issues and is a frequent speaker at major industry conferences and events around the world. Alan is involved in several professional and legal national and international organizations. He was an active Member of EACCNY and is EACC Florida’s first President.
